On line Parking Enforcement

Overview

mControl is an all-in-one on-line parking enforcement system for parking ticket control and parking fine issue. Control function covers all valid mobile payments, valid residents parking permits as well as other special parking permits.

Main Features

• High-tech equipment: PocketPC using UMTS/HSDPA and Bluetooth Portable Printer
• Real-time check with the Central Parking Management System (CPMS) for mParking payments and for parking users with special benefits (residents and companies located in the parking zones)
• On-line parking fines issue- fine is in the system as soon as issued
• Instant identification of persistent offenders as well as counterfeit parking tickets

Control process

• Parking inspector logs on to the Central Parking Management System (CPMS)
• Starts checking parked cars in pre-defined (by CPMS) parking area
• Enters a registration plate number, location / street, parking zone etc.
• CPMS verifies the status of requested car and provides information about permits, mParking payments, unpaid parking fines etc.
• Parking inspector issues parking fine on PocketPC (fine is transferred in real time to CPMS), prints parking fine and attaches printed parking fine to the windshield
• CPMS monitors connections and work of all parking inspectors on the field
• “History” of the particular vehicle – all issued fines, paid / non paid fines, number of non paid fines etc.
• According to the search result, Parking Enforcement System gives Parking Inspector information:
  • about regularly paid parking – all relevant data about payment
  • to issue a parking fine
  • to send a request for clamping – Clamp order
  • to send a request for removal – Removal order
  • to issue a Notice to the vehicle owner and to take picture evidence (to be reported to the Police and/or Traffic and Licensing Department)
